Mr. Nguyen Cong Thinh has been working at the Department of Science, Technology and Environment – Ministry of Construction since 2004. Currently, he is the Deputy Director General of Department of Science, Technology and Environment – Ministry of Construction, in charge of monitoring environmental protection, energy savings and a number of science and technology management fields of Ministry of Construction.

Regarding energy efficiency and energy savings, from 2005 up to now, he has been involved in the development of legal documents such as the Law on economical and efficient use of energy in 2010 and guiding documents; participated in the development, submission, issuance and implementation of the provisions of the National Technical Regulation QCVN 09: 2017/BXD – Energy Efficiency Buildings. He also participates in international cooperation activities on energy savings with international agencies and organizations such as IFC-WB, Danish Government, USAID, GEF-UNDP, GIZ, etc. He is currently the Deputy Director of Energy efficiency improvement project in commercial and high-rise buildings in Vietnam (EECB-GEF-UNDP project, Ministry of Construction).

Mr. Thinh is also participating in the research and development of legal documents on promoting energy efficient and green buildings for the amendment of Construction Law.
